BY-LAWS

HARRY S TRUMAN YORK RITE COLLEGE NO. 167

The Harry S Truman York Rite College No. 167 hereby declares its fealty to the Most Worshipful Grand Lodge, A. F. & A. M. of Missouri, and the York Rite Sovereign College of North America.

Article I. NAME, NUMBER AND LOCATION

Section 1.01 This College shall be known as Harry S Truman York Rite College # 167.

Section 1.02 The city of Buckner, Missouri shall be the home or usual Assembly place of this College.

Article II. FISCAL OR COLLEGE YEAR

Section 2.01 The fiscal year of this York Rite College shall begin 1 June and end on 31 May of the following year.

Article III. COLLEGE PURPOSES

Section 3.01 The purposes of this York Rite College shall be:

(a) To foster a spirit of cooperation and coordination, among each of the Bodies of York Rite Masonry.

(b) To assist in worthy efforts, to improve the ritualistic and dramatic presentation of the York Rite work.

(c) To conduct an educational program in order to inculcate a greater appreciation of the principals, ideals and programs of York Rite Masonry.

(d) To strengthen York Rite Masonry in every proper manner.

(e) To build a love of Country; also to aid and support genuine patriotism.

(f) To reward outstanding service to York Rite Masonry by awards, honors and other methods of proper recognition.

(g) To support Charitable & benevolent endeavors of Freemasonry.

Article IV. MEMBERSHIP

Section 4.01 Membership shall be limited to regular members who are in good standing in a Symbolic Lodge of Master Masons, a Chapter of Royal Arch Masons, a Council of Cryptic Masons, and a Commandery of Knights Templar; who are actively engaged in working for the York Rite.

Section 4.02 The Executive Council, acting as a screening Committee, shall consider all proposals for membership and cause them to be presented to the Assembly or to be filed by the Secretary, but a majority vote of the members in attendance at an Assembly can bring a Proposal up for ballot if he qualifies under "A" above.

Section 4.03 Membership in this College shall be by invitation only.

Section 4.04 Any member in good standing may recommend an eligible York Rite Mason for membership on the proposal form provided for that purpose.

Section 4.05 Membership in this College shall be as follows:

(a) PRIMAL: Regular Member.

(b) DUAL: Membership in this College plus Primal Membership in a different Grand Jurisdiction.

Section 4.06 A unanimous vote of those members present at a regular assembly, or special assembly called for that purpose, shall be necessary for election to membership.

Section 4.07 Life Membership:

(a) General

(i) In accordance with the Statutes for Chartered Colleges of the York Rite Sovereign College of North America, this college does hereby establish a life or (prepaid) membership dues plan.

(ii) The prepaid Dues Fund shall be the property of this York Rite College.

(iii) A member's dues must be current at the time of becoming a prepaid member.

(iv) The assets of this Prepaid Fund shall not be co-mingled with any other funds of the college.

(v) The assets and interest of this Prepaid Dues Fund shall not be used, loaned, pledged or utilized in any other manner than to pay College Per Capita Tax for its member participants. However, the College may if it chooses, use all or any part of the earned income, in the same manner as the annual dues paid by its members.

(b) Establishment and Costs

(i) The joining fee of this York Rite College Prepaid Dues Plan shall be Twenty times the amount of the annual dues. In no case less than $200.00

(ii) Investment of the funds must be consistent policies of the Grand Lodge AF & AM of Missouri, and approved by the Grand Governor, and reported to the Office of the York Rite Sovereign College of North America.

(c) If Harry S Truman College # 167 should cease to exist:

(i) All Life members shall be notified by the Secretary of that action.

(ii) All Life Members:

(iii) Shall indicate to the secretary whether they want their membership moved to the college being consolidated with;

(iv) The York Rite Sovereign College of North America.

Article V. COLLEGE OFFICERS

Section 5.01 The officers of this York Rite College by Title and Rank are:

(a) Preeminent Governor

(b) Eminent Deputy Governor

(c) Eminent Chancellor

(d) Eminent Treasurer

(e) Eminent Secretary

(f) Noble Primate

(g) Noble Preceptor

(h) Noble Seneschal

(i) Noble Marshal

(j) Noble Sentinel

(k) Noble Organist (optional)

(l) Noble Herald (optional)

Section 5.02 The first Five Officers shall be elected at the Assembly before the Annual Assembly.

Section 5.03 The Governor shall make all appointments.

Section 5.04 The term of Office shall be one year, or until a successor is duly elected and installed.

Section 5.05 The Five elected Officers shall constitute the Executive Council of this College.

Section 5.06 It shall be the duty and privilege of the Governor to preside at all Assemblies of the College. In his absence, the Deputy Governor, Chancellor or the Junior Past Governor present, in that order, will open the College and preside.

Section 5.07 Should the Office of Governor become vacant, the Deputy Governor or Chancellor, in that order, shall succeed to the Office of Governor until the next Annual Assembly. Should a special election become necessary, the Governor General may grant his dispensation upon application.

Section 5.08 The election and installation of the Officers of this College shall comply fully with applicable York Rite Sovereign College regulations.

Article VI. ASSEMBLIES

Section 6.01 The Annual Assembly of the Harry S Truman York Rite College shall be held on the LAST SATURDAY in May of each year.

Section 6.02 In addition to the Annual Assembly regular Assemblies of the College shall be held on the 5th Saturdays in the months that have the same.

Section 6.03 The Governor may call Special Assemblies at his discretion.

Section 6.04 Nine (9) Companion Knights shall constitute a Quorum.

Section 6.05 Due notice of time and place shall be given for all Assemblies.

Article VII. FEES AND DUES

Section 7.01 The Fee for Membership in this York Rite College shall be set at the Annual Assembly plus the prescribed Joining Fee to the York Rite Sovereign College of North America and the current annual dues. Total amount to be announced at the Annual Assembly.

Section 7.02 The Annual Dues for Membership in the Harry S Truman York Rite College shall be set by the membership at an Annual Assembly.

Article VIII. COMMITTEES

Section 8.01 The Executive Council shall serve as a Standing Committee on Charity and may authorize an amount not to exceed One Hundred Dollars ($100.00) to relieve a worthy distressed Companion Knight.

Section 8.02 Immediately after his election, the Governor shall appoint Committees on:

(a) York Rite Cooperation.

(b) Membership.

(c) Budget and Finance.

(d) Degree teams.

(e) York Rite Education.

(f) Other Committees as needed.

Article IX. DEFUNCT COLLEGE

Section 9.01 If Harry S Truman York Rite College # 167 should cease to exist, except for the purpose of consolidation, the Governor, Treasurer and Secretary shall within thirty days thereafter; transmit to the Secretary General of tile York Rite Sovereign College of North America all books, papers, rituals, jewels, seals, robes, all paraphernalia and other property, funds or evidence thereof, together with the Charter unless the same has been arrested or removed by order of tile Governor General.

Article X. VACANT OFFICES

Section 10.01 An Office may be vacated in the following manner:

(a) Death

(b) Inability or refusal to serve

(c) Temporary or permanent suspension

(d) Expulsion from the Order

(e) Loss of Pre-requisite membership

Section 10.02 Appointed Officers serve at the will and pleasure of the Governor.

Section 10.03 The Grand Governor may suspend an Elected Officer failing to properly fulfill the duties of his office.

Article XI. CONFLICT DISCLAIMER

Section 11.01 Anything contained herein that is in conflict with the spirit and intent of the Constitution and Laws of the York Rite Sovereign College of North America, together with the guidelines of the Governor General and the Board of Directors, is hereby declared to be null and void.

Article XII. AMENDMENT

Section 12.01 These By-Laws may be amended as follows:

(a) The written proposal to amend shall identify the Article, Section, Page and Line(s) to be deleted, amended or replaced.

(b) It shall identify the New Amendment by Article, Section and Page. It shall quote the new language exactly.

(c) It must be received by a majority vote at a Regular Assembly or a Special Assembly called for that purpose.

(d) It must layover, due notice given the membership and adopted by a Two-thirds (2/3) majority vote at a subsequent Assembly.

(e) It must bear the signature of the Grand Governor.

(f) It must be properly signed and submitted in triplicate to the Secretary General for the Governor General's signature.
